MEI (Microempreendedor Individual) is a simplified legal status for individual micro-entrepreneurs in Brazil, established by the Lei Geral da MEI in 2009. The MEI program allows individuals who work independently or run very small businesses to formalize their activities, gain access to legal benefits, issue invoices, and operate with a CNPJ (tax identification number).

Registering as a MEI provides numerous advantages including: formal business registration with a CNPJ, access to social security (INSS) benefits, ability to issue invoices (notas fiscais), access to business banking services, lower tax rates compared to other business types, and legal protection for personal assets.

Eligibility Requirements

To qualify for MEI registration, you must meet ALL of the following criteria:

Revenue Limit: Annual revenue must not exceed R$ 81,000 (approximately USD 16,000). If your business activities are secondary to your main employment, the revenue limit is R$ 81,000. If the MEI is your primary activity, the limit is the same.

No Existing Business Registration: You cannot already be registered as a partner or owner of another company. You must not have a formal business registration as a sole proprietorship, LLC, or corporation.

Minimum Age: You must be at least 18 years old.

Residency: Foreign nationals can register as MEI if they have a valid CPF (taxpayer ID) and residency status in Brazil. Foreigners on tourist visas are NOT eligible for MEI registration.

Activity Restrictions: MEI can only engage in certain activities including retail, services, manufacturing (with restrictions), and professional services. The complete list of allowed CNAE codes is available on the Portal do Empreendedor website.

Registration Process

The MEI registration is free and entirely online through the Portal do Empreendedor:

1. Access gov.br/mei or portaldoempreendedor.gov.br

2. Have your CPF ready (Brazilian tax ID number)

3. Fill in personal information (name, CPF, RG, address)

4. Select your primary CNAE code (business activity code)

5. Confirm your declaration of eligibility

6. Receive your CNPJ immediately upon completion

7. Download your MEI certificate (CCMEI)

The entire process takes approximately 15-30 minutes if all required documents are ready.

Monthly Tax Obligations (DAS)

MEIs pay a single monthly tax called DAS (Documento de Arrecadação do Simples Nacional) that consolidates all taxes into one payment:
