VNeID is Vietnam's official digital identity and public-service platform built by the Ministry of Public Security. Since 30 June 2024, personal accounts on the National Public Service Portal were deactivated — VNeID is now the sole gateway to national and ministerial online services. Level 2 is required for most transactions, and since v2.2.0 (June 2025) foreign residents with valid residence cards can also register Level 2 accounts.
Level 1 vs Level 2 — what actually changes
- Ages: 14+ Vietnamese citizens get Level 1 and Level 2; 6-13 may obtain either if needed; under 6 managed via legal representative. Foreign residents 6+ may obtain Level 1 or Level 2 with a valid residence card (under 6: Level 1).
How to activate correctly
- Download VNeID only from Google Play or App Store (search "VNeID" published by the Ministry of Public Security). Do not install APKs sent by anyone.
- For Level 1: register with national ID number / passport data as instructed and set PIN.
- For Level 2: visit the commune/ward police (citizens) or immigration police (foreign residents) for biometrics as per current local instruction. Bring physical ID/residence card and phone.
- After approval, integrate documents one by one: driver's licence, vehicle registration, health insurance, passport data where offered. Each integration is verified against its issuing database — it may take hours to days.
What you can do once Level 2 is active
- Access all remaining national and ministerial services in one login
- Request residence and criminal record certificates
- Pay traffic fines and manage driving records
- Handle social insurance/pension disbursement where available in-app
- For foreigners: store electronic residence card and register temporary residence digitally
Privacy and fraud — active protection
- Never share VNeID screenshots on social media — they expose ID numbers and are reused for SIM, banking and loan fraud.
- Officials do not ask for your VNeID password or OTP over an unsolicited call. Scammers spoof police numbers.
- If phone is lost or account is suspected compromised: lock bank accounts immediately, change passwords on a clean device, and report via official support and local police in person.
- Keep the app updated and enable biometrics + strong PIN. Data is encrypted, but device hygiene is your part.
Common mistakes
- Creating duplicate accounts instead of using the correction route when name/date does not match.
- Downloading a fake "VNeID Pro" app — it often contains malware.
- Expecting Level 1 to board domestic flights or open bank accounts via e-KYC — those require Level 2.
Tips
- Complete Level 2 as soon as eligible; Level 1 alone is insufficient for most use cases.
- Add documents gradually and verify each displays correctly before adding the next.
- Do not attempt to bypass biometrics via agents — there is no paid fast-track.
