Hong Kong HKPFS Fellowship: RGC Nomination and Research Proposal Workflow

The Research Grants Council's Hong Kong PhD Fellowship Scheme (HKPFS) is Hong Kong's flagship award to attract the best research talent worldwide. Each year around 300 fellowships are offered across eight partner universities, covering stipend, conference allowance and tuition. Competition is intense — nomination by the RGC is a strong signal but it is not final admission. You follow two tracks in parallel: the RGC fellowship nomination and the university PhD admission.

What HKPFS covers and who it suits

Award (2025/26 reference — recheck current call): Annual stipend HK$344,400 plus conference/travel allowance HK$14,400 per year for up to three years. The university waives or covers tuition for awardees. Do not quote old figures as current — the RGC updates amounts each cycle.
Eight participating institutions: University of Hong Kong, Chinese University of Hong Kong, HKUST, City University of Hong Kong, Hong Kong Polytechnic University, Hong Kong Baptist University, Lingnan University, Education University of Hong Kong. Each runs its own PhD admission and supervisor matching.
Suits: Applicants seeking a research PhD (not taught master's), with a clear research question, academic transcripts, publications or strong project evidence, referees who know your research, and language results where required. Prior research fit matters more than generic excellence.

Understand nomination vs admission

• RGC/HKPFS electronic system (HKPFSES) handles the fellowship nomination.
• Each university handles PhD admission: department fit, supervisor availability, language, documents, interview.
• You need both. A fellowship offer without university admission does not create enrolment, and admission without fellowship is a separate funding decision per university.

Proposal and evidence checklist

Read the current call first on the RGC site, then map to a department:

1. Identify 1-2 potential departments whose faculty actually supervise your topic. Read faculty pages and recent publications before contacting anyone.
2. Draft a 2-4 page proposal: question, contribution, method, feasibility, timeline, and fit with the department.
3. Prepare consistent facts everywhere: spelling of name, dates, degree titles, proposal title. Inconsistency across systems is a common reason for delays.
4. Collect: transcripts, degree certificates, CV, language test (IELTS/TOEFL where required), passport, publications or writing sample, and 2-3 referees who can speak to research.
5. Contact prospective supervisors professionally: one concise email with topic, why their group, and attachment of proposal/CV. Never pay for a nomination or use a paid agent who guarantees a place.

Submit in the right sequence

HKPFS opens 1 September (12:00 HKT) and normally closes 1 December, 12:00 HKT. University deadlines often fall days later, so start early.

1. Submit the Initial Application on HKPFSES and obtain your HKPFS reference number. You may choose up to two programmes/departments across one or two universities at this stage.
2. Submit the full PhD application(s) to the chosen university/universities, quoting the HKPFS reference number. Follow each university's document format, page limits, and portal.
3. Keep two numbers saved: RGC reference and university application number(s). Check both portals for interview, verification, or missing-document messages.
4. If interviews are required, prepare to discuss your proposal, methods, and prior work in detail.

After submission

RGC assessment, university shortlisting, and supervisor confirmation run in parallel from December to March. Await the university admission decision separately. Only after a formal offer do visa, housing and arrival instructions apply. Do not book travel on the basis of a forum post — follow the university offer letter and Hong Kong immigration guidance.

Caveats that matter

• Awards, stipends, quotas and deadlines are cycle-specific. Forums often repeat the previous year's figures.
• If a portal instruction conflicts with a PDF (for example file size or referee method), ask graduate admissions in writing and keep the reply.
• Scholarship, admission and visa are separate decisions. Verify each on its official page before acting.

• Applying to a programme that does not participate in HKPFS that year.
